wheel size smaller than 5 inch?

tl;dr: can i make a cfw with a really really small wheel size?
I'm thinking of starting a project of an e-bike that uses a xiaomi controller and a small bldc motor attached via pulley.
I like the idea since the controller is cheap, reliable, has a big cfw community and a cool app.
but in order to use it properly i'd have to account for different wheel size and motor gear ratio
for a ratio of 1:28 on a 26" wheel i'd have to tell the firmware that the wheel is about 0.5 inches
can anyone explain why the limit on minimum 5" wheel? and what trouble i'm expecting if i bypass the limit and use a smaller size?
