M365 not moving with rider

Hi I have M365 Escooter my problem is when I try to ride on it push then throttle it only moves around 2 feet then stope even I keep holding the throttle it looks no power or enough power to carry a rider. But when I try to push and lift the scooter it spins faster mi apps show 12km/h. What could be the problem . ? I hope someone here experience and knows what to do
