Can’t get any improvement on my es2

Goodevening,
I live in Italy and I recently bought an es2, and I’d like to improve its speed since it’s capped to 20kmh.
Since I don’t own android devices, I initially used ninebot flasher to flash a custom firmware which I downloaded here in your site, but unfortunately with no results.
So I downloaded iap, which allowed me to change the serial number (EU serial number could have had limitations), but even with that, the es2 shows in display 20/21kmh max.
I really can’t understand what’s wrong with it.
Can you help me?
