How to active Bluetooth

Hi there! I have bought a used ninebot es4 from a company that used to rent it. But I cannot use Bluetooth to connect to Segway app or change firmware. Does anyone know a way to active Bluetooth. I have open a control panel and is looks as there is bluetooth panel with antena. When i replace panel and use from ES1 it looks that the blouetooth is working.
