ES2L vs ES2 motor power

In Norway (and probably other countries as well) we have this scooter called ES2L which is supposed to be the same as an ES2, just with the speed limited to 20km/h (even with the extra battery) to stay within the legal limits.

But what I notice is that the ES2L is rated with a 250W motor in the product specs, while the standard ES2 is rated at 300W. Does anyone know if the motor in the ES2L is physically weaker than the ES2, or if this is just a firmware limitation? As far as I can tell, there are no legal limitations to the motor power a scooter can have as long as the top speed is max 20km/h (+10% margin), so if there is a way to unlock the extra 50W I'd be happy to do so.
