Can new control board just be flashed?

I got one of those Chinese control boards that are already activated from eBay and put it in my scooter and it runs fine to about 16 mph.
But I want to speed hack it to go faster. I did these steps:
1. Downloaded esdowngrade on an android phone
2. Launched the app and connected to the scooter via bluetooth
3. Flashed the customized 1.3.9 version with maximum speed set to 37 KPH ( 0 - 100% FLASH)
4. The scooter doesn't accelerate anymore after that : (
5. Flashed the 1.2.0 version with default settings ( 0 - 100% FLASH)
6. The scooter still doesn't work.
Can anyone please tell me the basics of what I am missing in order to increase the speed on my scooter to 21/22 mph like another scooter I have (It had the speed mod on it when I bought it)
Do I need an OEM dashboard too or something?
