Hi there.
I seemed to have fried my control board and bought a new one to replace. The problem I am having is activating the new board. The new board comes with factory Serial Number ending in 0001 and showing as a code 35 error which is to be expected.
I have tried changing the serial number by administrator login to ninebot app and allows me to input but does not save original board serial number.
Have also tried using window 10 Ninebot Flasher and same again unable to set.
Any help would be appreciated

Do you mean a code 37? There is a step missing in the tutorial on reprogramming the ESC. After programming the ESC with the full dump, you have to read the first address 0x1FFFF7E8-F3 and then copy it to the second address 0x0801C1B4-BF

Can't the xiaoflasher activate it by changing the serial? or ninebot flasher?

No, it won't. Custom firmware usually will. Follow the ES2/4 tutorial on activation - it's the same.
