Open locked rental scooter

Hi,
I bought some 2'nd hand rental scooters.
Brand: Freego
Mod: V3
Serial no: 3.0-20-1310.
Is there an easy way to unlock these and use them as ordinary scooters?
Or do i need to register them at a third party company to unlock them as ordinary rental scooters?
