ES-200 HANDLEBAR ROD REMOVAL/ADJUSTMENT

Hey there,
i have a ES-200 Scooter with a handlebar that is slightly crooked.

Unfortunately i haven't found a way yet to adjust this,
i removed the 3 main screws on the clamp (see picture) but trying to move the handlebar rod up fails as it seems stuck.

Do i have to use more force pulling up?
Or do i have to remove the blind rivet in the picture?

You have to drill all the way through the rivet, then the neck tube can be moved or removed. Once you have your handlebars lined up, tighten the 3 bolts and use a self tapping sheet metal type screw in place of the rivet. Use a thread lock compound on all the bolts/screws to help hold them in place down the road.

Does the front suspension on those help out at all?
